Since the late 1990s, the U.S. military had focused its Patriot procurement almost exclusively on Lockheed Martin’s hit-to-kill PAC-3 and PAC-3 Missile Segment Enhancement (MSE) variants. Meanwhile, legacy PAC-2 stocks were maintained primarily through refurbishments and electronic upgrade kits rather than brand-new production contracts. However, months of high-intensity intercept operations across global conflict zones have forced defense planners to tap every available production line to ensure national and allied readiness.

The Mechanics of the $441 Million Procurement

The domestic order forms part of a massive surge in demand for Raytheon’s Patriot effectors. During the Q2 earnings call, RTX President and CEO Christopher Calio disclosed that the contractor secured over $20 billion in new defense orders, boasting an extraordinary book-to-bill ratio of 2.4.

Defense analysts trace this domestic procurement to a $441.6 million U.S. Army contract quietly finalized in April. Funded under emergency defense supplemental appropriations, the contract calls for rapid delivery from Raytheon's specialized manufacturing facility in Chambersburg, Pennsylvania—the sole facility in the United States currently configured to build GEM-T interceptors.

The decision to resume domestic PAC-2 orders comes as alarm bells ring loudly across Capitol Hill regarding American missile inventories. U.S. forces and allied nations have engaged in unprecedented air defense expenditures across the Middle East, Red Sea, and Eastern Europe. Estimates from defense think tanks indicate that U.S. and allied batteries expended well over 1,000 Patriot interceptors during major engagements in early 2026 alone.

This high rate of expenditure exposed a fundamental bottleneck in the Western defense industrial base. While Lockheed Martin is expanding PAC-3 MSE production from 650 to an anticipated 2,000 units per year, that multi-year scaling program will take years to reach full capacity. Lawmakers on the House Armed Services Committee previously highlighted the absence of new PAC-2 procurements as a critical gap in U.S. force structure. Under real-world combat conditions, layered defense systems perform best when deploying a tiered mix of effectors.

By integrating new-build PAC-2 GEM-T missiles back into its inventory, the U.S. Army ensures that its Patriot air defense units can maintain high readiness, preserve ultra-high-end PAC-3 interceptors for top-tier hypersonic or advanced ballistic threats, and guarantee sustainable magazine depth in an increasingly complex global security environment.
